PSJA ISD among select districts in nation spotlighted by U.S. Department of Education for Leadership in Dual Language Education

PHARR – Pharr-San Juan-Alamo ISD (PSJA ISD) continues to raise the bar in Dual Language Education, earning national recognition from the U.S. Department of Education (USDE). PSJA ISD was selected as the only host district in Texas to showcase its key practices for sustaining high-quality Dual Language programs, featured prominently in the Dual Language Immersion Playbooks, a national guide for replicable and sustainable bilingual education practices. 

Texas was one of only five states included in the Dual Language Immersion Project, which highlights research-based strategies to strengthen multilingualism and equitable access for all learners. PSJA ISD’s dual language programs are a shining example of how education systems can build pathways to biliteracy and bilingualism, preparing students to thrive in a global society. 

“This national recognition speaks volumes about the transformative work we’re doing in Dual Language Education,” said Dr. Alejandro Elias, PSJA ISD Superintendent. “Our programs are not only equipping students with valuable language skills but also fostering multi-generational prosperity for families and communities.” 

The Dual Language Immersion Playbooks—produced by the USDE’s Office of English Language Acquisition—serve as a comprehensive resource for education leaders, featuring successful models from states like Texas. PSJA ISD’s contributions emphasize effective implementation, sustainability, and community engagement, aligning with the district’s cradle-to-college approach. 

“Being a part of the Dual Language Immersion Playbooks is a great accolade for our district because we will continue to be a beacon to many school districts, not only across our state but across the nation,” said PSJA Dual Language Director Olivia Martinez. “PSJA will continue to have a nationwide impact on dual language students, their families, and communities and really provide them opportunities to excel.” 

PSJA ISD: A Model for Dual Language Success  PSJA ISD’s Dual Language Enrichment Program spans pre-kindergarten through high school, ensuring students graduate with a Seal of Biliteracy and often, college certificates. With over thousands of students participating, the program offers:  

  • Bilingual Excellence: Curriculum and assessments in English and Spanish that meet rigorous standards. 

  • Community Empowerment: Strong partnerships with families to promote cultural and linguistic assets. 

  • Equity and Access: Intentional outreach to linguistically diverse communities, ensuring inclusion and representation. 

As a featured district in the Dual Language Immersion Playbooks, PSJA ISD’s practices will inform and inspire districts across the nation. The district’s commitment to bilingualism and biliteracy is helping redefine education standards, creating opportunities for students and families to succeed in an increasingly interconnected world.
